[NEBULA] Make a policy route through vpn

Why can't I select vpn traffic when I'm making a policy route?

    Hi Yes I have site to site vpn. My problem is that from my pc that is hooked up via L2TP vpn can i ping the NSG100 ip address which is on hooked up via site-to-site vpn but i can't pinging client pi address which is on the same subnet. That's why I thought I would create a policy route via vpn to the client.

    Have you already configured site-to-site VPN??

    Clarification, yes I use Server-and-Client VPN and I understand that's why I can't use policy routing, but I don't quite understand why.
