I believe using the outbound rules will do just fine, but I guess you first need to create a rule that allows access from the VPN network to servers network, and then another rule bellow that blocks other traffic from the VPN network to any.

I think the reasons why you get DHCP from VLAN 1 is because all the switch ports are automatically configured as members of the VOICE VLAN (based on my deployments, this seems to be the case with Nebula). Are the gateways doing VLAN tagging? If so, why don't you use Trunk type? In trunk type you can still define the PVID (similar to native VLAN) and define the vlans you want to allow to pass.

Sounds like everything is well configured. Can you successfully ping the public IPs between both external routers? You could also try a traceroute on NCC from one NSG to the other NSG's public IP

Just curious, why don't you install the devices in the final NCC site from the very beginning and still do the test at the office? Again, seems like all the device settings you configure on NCC (name, description, address, etc) are per-site based and it's not saved in the device itself.

Seems like the AP name and some other parameters you set for specific device will only apply to the site where you configure it.

I would opt for the Nebula L2TP over IPSEC with NSG gateways for the simple reason that it is over IPSec, way more secure than SSL. Plus, Nebula integrates their cloud authentication making it more simple for account management without the need of a Radius server. Good luck :)

I think the Zyxel VPN client doesn't work with the NSG, but maybe Chris can double check. Anyway, setting L2TP VPN up in android/iPhone shouldn't be complicated... Easy Peasy!
