Can you make sure console is connected between PC and USG40 first, and do a power recycle on USG40 to make sure if device bumps any message to you PC. If it still without any dumps, then the hardware may with the problem.

Hi @nova L2TP server behind NAT router is supported since 4.25 firmware. But USG100 latest version is 3.30, so it is doens't support behind NAT scenario.

Hi @avinash After adding your device into Nebula account, you have to assign your device into cerated "Site". Then wisard will guide ZTP to you continually.

Hi @linuxdata In upgrade firmware scenario, it should no problem to apply previous confkguration. You can backup startup-config.conf to your PC first And you can upgrade 4.71 firmware to Standby Partition with reboot directly.
