USG series default LAN interface IP address is 192.168.1.0/24 and will offer 192.168.0.X IP address for clients. If you would like to deny your client access to 192.168.0.50~51, you can add firewall rule to block traffic on USG20. Then client traffic will unable pass to 192.168.0.50&51, but other addresses will not affect.

It looks you have to add IKEv2 configuration manually....since iPadOS is neither iOS or macOS. You can export the certificate from firewall, and open it by Safari. And then go to create IKEv2 VPN rule on your iPad after trusting the certificate.
