The storage might be bad? Can you load firmware V5.40 on standby fine? If it loads fine then some thing not right with your firmware you downloaded for this model It also seem that Zyxel do the check…1 -

I do not think your switch is setup correctly so from here on only test with Laptop/PC to USG set with VLAN directly. Everything above will get out to the internet you have said you can get to the US…1 -

Disable ALG SIP and try that? If the block is inbound you might need a NAT rule to forward this port? When you do get it working test again if ALG SIP is a problem or not.1 -
