  • I wouldn't worry about latency. Switch latency are usually counted in units of microseconds (μs). Unless you have dozens of switches in tandem, there shouldn't be any noticeable difference between solution 1 and 2. Bandwidth and availability, on the other, is a different matter.

  • Wireless APs can dynamic assign clients to a specific VLAN based on the client's MAC address. But I have never heard of mapping VLAN using IP address... In fact, that doesn't sound safe at all since anyone can just configure a static IP address on their machines.
