For comparison, I have an identically configured GS1900-48, running the same firmware. To change the settings I go to the NICs' "Properties > Configure > Advanced tab > VLAN ID: Value" then simply change the value from 3 to 2 and click OK, then from 2 back to 3 and OK. Thank you very much @Zyxel_Melen that worked, so essentially I just have to use a normal uplink and make it a member of all VLANs I wish it to pass. I was thinking I had to make that uplink a VLAN trunk.
