I raised a support ticket and received a fix involving downgrade to R11A07 to reapply the R11A07-R13A02 upgrade in a way that resulted in compatibility with the R13A02-R13A04 upgrade. I expect this fix will be made available for other users.

There is always the possibility of getting and applying updates directly from Quectel from the page linked earlier.
