Not sure what the actual solution is, but maybe there is a storage issue when changing the passwords, so it returns to default. Generally speaking, maybe it could help to reset the system to factory settings, then change the passwords, and after confirming that the passwords are stored, apply your preferred configuration.

My reply may not be exactly what you asked for, but it is as close as I could get on short notice. A similar question was asked and replied to in the following discussion from 2020-01-23:

I am pretty sure you need to create a policy rule to allow the packets to travel from LAN on one side over to the connection link. I don't remember the exact details, but I believe you need to add the policy rules on both sides, allowing NetBIOS traffic to go through the VPN connection.
