It was happening to my Macbook Pro as well. I rebooted the the AP's and that didn't resolve it. Forgetting the network didn't resolve it. What resolved it was rebooting the complete network. This happened after replacing my Managed Core Switch from a Luxul to an Araknis.

Being able to disable OFDMA allows Wifi 5 and Wifi 6 devices to connect to the AP with the most compatibility. This is more important with 2.4ghz devices.

My Phone (Pixel 7) which also supports WiFi6E does not connect to 6E and never shows 6E with this AP. It's Wifi6 when connecting to this AP as this AP doesn't output 6E. If you phone is reporting 6E sometimes it's a software glitch on the phone. I mean I could be wrong but that's my understanding.

Why would it show WiFi6E? This AP is a WiFi7. It should show WiFi7. Please try the app I spoke about as this supports showing WiFi7 properly using my Pixel7.

I found this, seems to be similar to your issue with a Samsung as well? Maybe try different channels, channel width or maybe there is an issue between Zyxel and Samsung…..

ok, I just want to make sure I understand….. When you are connected to the non-6ghz band, the 6ghz band will cut in and out…. how are you monitoring this? Just in the wifi settings? If so grab the app WIFIman from the app store. Its my go to for network monitoring and testing.

What phone are you using? Does it do with with a different device?

Many other Access Points on the market allow you to disable OFDMA to allow non-wifi6 devices better compatibility. I think this should be added as an option in lieu of only being able to disable wifi-6.

What happens if you create an SSID with 6ghz only? I'm not a fan of using SSIDs with combined frequencies. 6ghz doesn't support Band Steering either.
