Are you able to say what version of firmware your device is running please?
- This information could help to find out if this is a known issue or not.
The VMG1312-B30A is end of life by Zyxel.
So if there is a bug not fixed by the last version of firmware available at https://support.zyxel.eu/hc/en-us/articles/4403361365778-CPE-Devices-Advanced-Downloads-Firmwares-and-other-resources- then it will not get fixed.

NWA50AX blinking orange/green non stop, can not configure it
A brand new NWA50AX keeps blinking orange/green non stop, can not configure it
mob. app says device offline or network issue
tried reset to no avail
Should I trash it ?

AP is powered by provided alim
ZON can't find it, whatever network adapter on the pc
DHCP server cant find it
can't get any ip from the AP
can only see the WIFI network but can't connect to it
i'm giving up, having spent too much time for a supposedly plug and play thing

The AP blinks orange/green at 1sec interval, but never gets beyond that point.
even tried ZON utility, which can not find the AP. On a mobile, I can connect to the AP's WIFI but Nebula tells me device is pozered off or network issue
I'm about to return the AP

On checking the issue with the blinking like refers to either low signal (which doesn't necessarily need low speed) or a issue with the simcard.

Again, this is certainly an issue but a different one 😀 The issue we are discussing here is a problem to handle correctly the IPv4 address changing, and not the ISP refusing to send a new IPv4 address.
Anyway @RobTheNetworkGuy do you have IPv6 enabled? If not, I suggest you force IPv4+IPv6 in APN and enable IPv6 in Cellular WAN (in Network Setting > Broadband sub-menu). In my case it reduces the frequency of the issue, as if IPv6 lease handling was a workaround for the IPv4 lease issue. However, after a few days I usually lose network again and have to reboot (APN change doesn't fix). But it's still better than an issue every 12 hours 🤣

For reboot the PLA6457 try the "/advanced.html" url after login to the web interface (with the device ip address in front of the slash). There is a possibility for a Hardware Reset.
