Following the Microsoft link I enabled the RSS service on both workstations but with the iperf3 parameter -P 1 always around 3Gbit/sec while with -P 10 I get my nice 9Gbit/sec. It's clear that it's something that concerns Windows since under Linux the performance with the same hardware is significantly superior.
