In short, it took a bit of tinkering but in the end the problem of low performance was due to the Iperf3 software which makes native Linux/Posix calls and goes into Cygwin emulation under Windows...
Otherwise the old Iperf2 version for Windows does not it does emulation and is therefore more reliable.
Microsoft recommends using NTCCCP but I honestly don't understand how to use it and interpret the values. In fact, at the end of the fair the laboratory test was satisfactory, on average 11 GB of data was moved in around 10 seconds.
