I have encounter similiar case, and seems it's caused by APN issue.
Please check if your device is using auto APN when crossing the countries. If yes, please try to set the manual APN and see if connection work.
You need to get the manual APN info from ISP.

Regarding the issue you’re encountering, could you please update your USG FLEX 200H to the latest firmware version, v1.37(ABWV.1)? This behavior may have been addressed in subsequent releases, as we've implemented bug fixes and enhancements for VPN functionality.
After upgrading to the latest firmware, please reconfigure your VPN settings and test again. If the issue persists, kindly provide the following information via private message so we can investigate further:
- Configuration file
- Any error messages shown on both firewalls when the VPN connection fails (screenshots are welcome)

There is a confusing problem with the FLEX H and IKEv1 support for Multiple VPN support that I list here
IKEv1 and IKEv2 many tunnels issues — Zyxel Community
In short from what I remember is with IKEv1 on the FLEX H side being the responder only even if you have a different phase 1 or local or peer ID you can only have one tunnel but the FLEX H being the nailed up side with different phase 1 or local or peer ID you can have many tunnels the IKEv2 does not have this problem.

Can you enable the ssh server (if you haven't done yet), login over ssh and post the output of
cat /proc/partitions cat /proc/mounts cat /proc/mdstat su mdadm ++examine /dev/sd[abcd]2 lvdisplay
And here ++ should be - - without space in between. It's not possible to type that on this forum.

For the production environment - yes, I totally agree.
As an auxiliary router for home use, it is more than handy. I'm not a big fan of
minimizing the carbon footprint at any cost, but throwing away a useful
device is an unnecessary waste. Anyway, I'm sure someone still has such
old firmware in their collection :)

No firmware download, useless ai, support form not working
I have tried to download the firmware for my VMG4005-B50A. This took 2 hours of my life and I still was not able to find it. Your ai is unable to send me the update file, email support seems to be shut down and I cant sent the support form, because something seems to be missing although I have filled everything.
Why is it so hard to get a firmware update? I have never seen a complicated and still not working process like this. What about the good old fileserver or direct download on the product support page?
