I think you can try to enable connectivity check to avoid the tunnel down. Configure connectivity check on Client side, and the Check IP you can set IP of Lan device which behind USG40 1: server side.

For my point of view, the set Google wifi in bridge mode, and USG in NAT router. Therefore, you can let wifi clients communicate with Lan2 client via routing.

Cannot the all client access internet with default DNS setting? Since your configuration is not too complex and firmware is previous version, I suggest you update the latest firmware and reconfigure it again.
