You can create an IP group that includes the blocked IP addresses(I mean y.y.y.y or y.y.y.y.y/24), and then create a security policy to block those IPs from accessing your public IP.

@leonardo Maybe you could refer to this similar discussion for the VLAN settings on the SFP port and you could configure VLAN tag on the WAN port of SFP interface as well.

Which Zyxel device you are using? and its firmware version? Not sure if your SSL VPN numbers had reached the maximum value?

While you ping USG20 to USG110 site and no response from the peer site, are there any logs can be seen on log page(Monitor ->Log)? Maybe it's a clue.

You can navigate to the Web-GUI path of Monitor -> Log and see are there any blocked messages while you surf the web over L2TP connection? I think it's a clue. Maybe it is dropped by some security specific policies.

I think you don't need to do other somethings, the throughput of multiple streams is better than single stream. I verified it on my Zyxel ATP device, too. It's the same result just like yours B) .

It seems your firmware version(3.XX) is too old, it doesn't support MS-CHAP v2.

If you enable Anti-Malware checkbox on ATP device, no need to apply security profile on security policy. BTW, in ATP model you can't find security profile option on security policy ;) . Above screenshots were captured from my ATP200. Hope it can help you.
