Paid for the content filter. still able to go to sites

I paid for the content filter. still able to go to sites that I have in the forbidding list. What am I doing wrong?

Also, what list have you compiled? The one next to the "General" section or the one inside the custom service?
Is CF profile linked to the correct security policy?
