    hello i'm having the same issue, seems like that the default firewalling rule wins on rules above it.

    was there any solution to this old post? (my l2tp rang e does not overlap with anything)

    Hi @QuiteSmart ,

    Do you mean that it is unable to build l2tp VPN tunnels from lan hosts to Internet?

    or your just want to build up l2tp over IPSec VPN to zyxel firewall ?

    hi Cooldia thank you for your reply, actually i solved the problem: a firewalling rule ipsec to device didn't allow traffic on 1701 while i was focusing on wan to device rules!

    ipsec to device is also a build in rule in firewall for VPN connection
