High cpu usage and debug command doesn't show anything

On a USG 110 I have CPU constantly at 99% since two days. Before rebooting I'd like to understand who's the culprit.

$ debug system show cpu status
CPU utilization: 99 % (system: 44 %, user: 22 %, irq: 0 %, softirq 33 %)
CPU utilization (1 minute): 99 % (system: 33 %, user: 11 %, irq: 0 %, softirq 55 %)
CPU utilization (5 minute): 98 % (system: 33 %, user: 21 %, irq: 0 %, softirq 44 %)

In the traffic statistics I don't see anything too much high. In attachment In the second post the output of "debug system ps". As you can see it doesn't show any process high on cpu usage.

Why? What else could I check?

Thanks your sharing. We had the High CPU usage issue in the past. 
And your version is too old. We always recommend customer install the latest firmware as if contains the vulnerability and bug fixs.

Please kindly log in via Serial Console input the command and collect all output messages for me. 

Router# debug kernel console-level 8
Also collect the diagnostics files , we will have advance check .
