Hi @vpn2s,
I use Wizard and follow your configuration to set local policy 192.168.1.0/24 and 192.168.3.0/24 on each VPN2S.
VPN is connected. PC 192.168.1.2 and PC 192.168.3.3 can ping each other successfully.
No extra routing rule is required.
Try to reset the configuration file and use Wizard > Welcome to IPsec VPN Setup to configure site to site VPN again.
Attached are the configuration files for two VPN2S. You can also load the configuration files to run the test.

I am not an expert, but I do not see any misconfiguration.
Can you provide more information? Logs?
Another issue, review your NAT policy, remember that the flow between the internal networks must not be nated.0 -

Thanks all for the help, resetting and redoing the configuration did the trick!
