Routing ping check block reports incorrect interface ping check as DEAD

When on USG40 I block VLAN443 to Zywall for just the routing rule it causes
Policy Route
Connectivity check down, policy route rule 7 will be disabled.
Connectivity Check
The link status of VLAN443 interface is DEAD.
However the interface is correctly not dead till I do on USG40 block VLAN443 to OPT
