Go to Configuration > VPN > IPSec VPN > VPN Gateway > Click "Add" button to add L2TP VPN phase 1.

Go to Configuration > VPN > IPSec VPN > VPN Connection and click add button to add L2TP VPN phase 2.

Go to Configuration > VPN > L2TP to configure your L2TP address setting.
