FLEX100H: Error: Command Failed on Activating Route Based ipSec VPN

An error is showed up after Activating/starting a ipSEC VPN:

A Route-Based Site-Site VPN is created using wizard.

A VPN is showed as Connected. However traffic does not flow through.

Any idea?
