Why does the URL Threat Filter work without a Gold Security Pack license?

URL Threat Filter (Cloud Query) functionality can operate when the Content Filtering service license is active. This specific feature does not require the Gold Security Pack. The Gold Security Pack includes additional services like IP Reputation and DNS Threat Filter.
