[v 1.38] don't work Policy Routes via VTI trunk

after update from 1.36 to 1.38 PR via VTI trunks don't work.

If change trunk to single VTI - routes start working

After downgrade to 1.36 all work as usual

For this issue, please help to:

1. Collect the startup-config file and share with us to replicate this issue.
2. Please try to edit the policy route rule after upgrade to V1.38 again.
