Why doesn't traffic switch back after primary WAN recovers?

This is the intended behavior of the USG FLEX/ATP series. When there are still active sessions running on the backup WAN, the firewall will not forcibly terminate those sessions. Therefore, once the primary WAN comes back online, existing connections will continue to use the backup WAN, and only newly established connections will be routed through the primary WAN.
