Improve SNMPv3 Configuration Workflow in GUI

When configuring SNMPv3 in the GUI, after creating a user, it is necessary to separately map that user to an SNMP group.
As this multi-step process can be easily overlooked, customers would prefer the ability to complete both user creation and group mapping within a single page to streamline the configuration and reduce the risk of missing required settings.
