I want to block access to https://news.google.com , but why is it not taking effect?

Answer :
The URL should be set in the block list rather than the allow list.

Allow HTTPS(S) traffic for allow lists only	After enabling this feature, the applied filtering policy will only allow access to websites within the list.
Allow List	Add even if it belongs to the blocked category, the URL that allows access

Under normal circumstances, the Block List is sufficient to meet general needs.
