USG 1000 - Max number of access policies

I have ZyWALL USG 1000, and have license for 25 SSL VPN. I have created 16 Access Privilage (Access Policy Summary) items, but when i want to create another one I get following message: ALERT: Items have reached the maximum number.
I dont understand why this alert. Can You help me?

It looks the max VPN profile amount is 16.
The 25 node of SSL VPN is meaning it can establish tunnel upto 25 SSL VPN clients in the same time.

A profile can establish by more than 1 user.

So, profile max amount is default number. What I want to ask is that I cant buy license to extend that number? It is what it is?

The max amount of SSL VPN profile is default number 16 which cannot be enlarged by license.
However, the nodes of SSL VPN(clients) can be enlarged by license.
