VPN L2TP Windows Server 2019

Hi, good morning.
I had a l2tp VPN running with AD on Windows Server 2012 R2, but sadly the server died.
I have migrated to 2019 with the same AD (I migrated everything) and it does not work.
My USG1100 cannot be added to AD again.
What may be happening?
Firmware:  V4.38(AAPK.0)

The 2019 AD server does not support. The 2019 AD server could be implement by the end of the year.
