There is an option for "enable failover when device service fails"  

There are settings to select which interfaces are monitored, but how do you configure which device services are monitored?

You can check device's help,"enable failover when device service fails"  
Select this to have the passive Zyxel Device take over when a monitored service daemon on the active Zyxel Device fails.

As my environment, I only selected the monitored interface on HA-Pro.
