Do it, nothing. Add reverse policy rout from 192.168 to 172.20. Not.
    On full log on Lan1, there 172.20. & 172.21.
Do nslookup from 192.168.13.1 to 172.20.0.2.
In logs nothing from 192.168.13.1 to 172.20.0.2.
From 172.20.0.2 has answer to 192.168.13.1 on udp:53. It is accept.
As i see, the problem is that 192.168 lan goes directly to 172.20. via 172.20.0.99. Not via Zywall.

Thanks all for help. We found solution by the simplest way. Contakt with provider of 2nd VPN, reconfig gw to 192.168.0.99 on ZyWall, and all work properly.
