admin CLI commands

Hi,
I have an GS1900-24HP switch and when I telnet to it with admin account I don't have administrative rigths...
Like I can not execute "conf t"...
Why?
Please help!

    Please forget...
    This switch is smart managed switch which can be configured ONLY via web-GUI.
