It might be best to go from V4.13 to V4.20 here
ftp://ftp2.zyxel.com/USG60/firmware/
then log on here and get V4.32

You can upgrade firmware by this steps:
4.13 > 4.20 > 4.30 > 4.32
In firmware upgrading process may cased your configuration been reset.

Hey guys!Thanks. I ended up going V4.13 -> V4.20 -> V4.32.Configuration was kept, so no issues there.I now try to set up VPN from internal ports, since this should be supported now per https://businessforum.zyxel.com/discussion/1332/usg-60-l2tp-ipsec-vpn-not-working-from-local-lan2/p1?new=1I'll see if I can figure it out on my own for now.
