GS1900-8HP error with web config

I have 2 GS1900-8HP's. One is working fine, the second one has a unique issue that I can not find an answer to. While in "Zyxel One Network Utility" If I select the working GS1900 it opens up the web browser just fine and I can log in. If I do same ting to the second GS1900, the web page opens and I am presenter with "Apache2 Debian Default Page" instead of the log in page. This also happens if I only enter the IP address. Any ideas how to correct this?
