USG FLEX 200H where is the BWM and/or QOS settings?

in USG FLEX H Series

I can't find it anywhere. I've read the manual and searched the internet. It seems like it should be under Network > Routing but when I try to add a Configuration there, there are no options for BWM or QOS.
