Branch to Branch via VPN to HQ network access

Hello.
I am trying to accomplish a branch to branch network access
All branches are connected to HQ via IPsec VPN (IKEv2)
i am not able to do a branch to branch vpn connection due to nat firewalls that are out of our control.
I read somewhere that i should be able to use the IPSec VPN Concentrator but when i follow the guides the concentrator is completely empty for me, i have no option to add members any ideas on why it is empty?

Here the solution that auto VPN routing can do without concentrator or policy route.

Design all sites in one large address space.
One dynamic VPN rule on HQ with local policy set as the large address space.
