There are 2 kind of interface line down.
(1) Link down. (category: System)
(2) Link up but connection dead. (category: Connectivity Check)
You can go to Configuration > Log & Report > Log settings > Edit “System Log”
After configured SMPT setting and enabled alert function in “connectivity check” and “system” category.
Then you will receive this mail when port link down.

Yes, turn on the connectivity check for the WAN interface and then set up an email trigger for "Connectivity Check" category.
