On my GS-1910 how to I configure port 23 to be my management vlan?

I want to use port 23 on my management vlan 99. How do I configure it so I can log into it from my 10.10.99.5 address?

  You can go to Configuration > VLANs and configure the port VLAN of port 23 to 99 and allowed VLANs 99 like the screenshot below
