ZW don't fall back to Primary Peer Gateway

Hello!
ZW don't return to primary ipsec vpn gw. Have 2 vpn by different providers. Some place need to be on primary 1st VPN, other by 2nd.
Ipsec between USG1100 & some USG1000. On 1100 don't set fall back option.
On 1000 to primary providers interface set low metric, than other. Set fall back option. Connectivity check enabled on both providers interfaces & ipsec vpn.
Than primary providers VPN down, ipsec reconnect by second providers VPN. Primary up, reconnect to primary don't fall back. What i do wrong?

You need to enter the command on initiator side. Command"Router(config)# client-side-vpn-failover-fallback activate". please enter the command and test again.
