Blocking a specific web site

I use Zywall 110s in my homes, I do have APP Patrol, Content filterm Antivirus etc licenses.

Any device that is not part of the "Parents" group have a bunch of categories (like porn, P2P FileSharing etc blocked. I also want to block youtube separately. So I just made that a forbidden web site under "Custom Service" of the profile.

If I go to youtube.com in incognito mode (both edge and chrome) - youtube is blocked.

If I go to youtube without incognito mode - it just works. I copied and pasted the URLs - they are identical. This makes no sense to me - what am I missing?
