Cannot log in to the router

The USG60 firewall is set to ip 192.168.1.1 while the router is set to IP 192.168.1.4
As soon as I try to enter the modem through the IP 192.168.1.4 page not available appears.
Because?

    You should explain better your setup: how are device connected?
    Which interface (lan, wan etc) is set on those addresses, etc.

    The router with IP 192.168.1.4 is connected to the Firewall in the Wan1 port.
    The firewall that has IP 192.168.1 is connected through LAN1 port to a switch.
    If I set automatically IP and DNS on PC, it give me the following Gateway 192.168.1.1
    However, if I try to enter the 192.168.1.4 router from a PC, it won't let me connect.
    How can I access the Router through the LAN if the IP 192.168.1.4 is not found by PC?

    So you have set the WAN as 192.168.1.0/24 and the LAN as 192.168.1.0/24 same subnet? That not going to work if you unplug the WAN you could be able to login and change the subnet LAN to some thing other then 192.168.1.0/24.

    Are you not about to to set your ISP to modem mode or bridge mode?

    Wan and lan1 subnet is overlap. Please change USG lan 1 to other subnet.
