VPN IPSEC with L2TP works for iOS and windows 11 but not for Windows 10

I have a usg20 vpn and a ISP router that port forward port 500 and 4500 to firewall .
I configured VPN L2TP Over Ipsec with a shared key and a vpn user authentification.
All it's ok for iphone and android phones and windows 11 but not from a windows 7 or 10.
On my different windows 7 or 10, i configured the register key "AssumeUDPEncapsulationContextOnSendRule"
 I configured VPN connection Properties as seen on the forum, for protocols (chap etc...) 
Nothing. 
Could you tell me if I missed out on a configuration for windows 10 computers ?

Maybe a tiny, optional windowsupdate package.
