The max say 30 so not sure why 3 would be a problem.
Do you have one policy with a group of all the users or many policy's?

I created a user group and authorized only the one to access the vpn

if you are trying to connect with the same user at the same time more than you set in "User Login Settings" it could be normal ... otherwise what do you see in the log when users try to connect?

Hello @Fred_77,
Please check on the SSL VPN address pool and User Logon Settings
1. Configuration > VPN > SSL VPN, edit the access policy profile, check on the Assign IP Pool, the assigned IP address could be not enough if the pool is too small.
For example, the pool only has 9 IP addresses, so the SSL VPN could not hold 10 users connect at the same time.
2. Configuration > Object > User/Group > Setting > User Logon Settings, please check if you enable the max limit for access account.
If the problem still remain, please provide the logs in private message.
Thank you.
James.
