cannot free some ZYWALL IPSEC VPN CLIENT licenses

Dear zyxel support, 

I've reinstalled zywall ipsec vpn client but now I cannot reuse the same license. 

I've the same issue with some other licenses where software has been uninstalled but the licenses still results to be in use.
