You rock!  I forgot it is typical triangle route in this scenario.

Thinking about it to not have “Allow Asymmetrical Route” checked on the USG60 a better option for that setup is to use “Use IPv4 Policy Route to Overwrite Direct Route” on the USG40 with this routing rule.
