    Please disable "Reset counters after sending report successfully" in daily report setting.
    It will auto tick if reset counter is enable in daily report.

    CONFIGURATION > Log & Report  > Email Daily Report.

    Just tested this, and in our case it is disabling "Interface Traffic Statistics" ensures Collect Statistics is not re-enabled. We can happily leave "Reset counters after sending report successfully" enabled.

    Give it a try and see if this works for you.
