Does Device HA-Pro require a dedicated port
if it needs to be dedicated, do the two USGs needed to be directly connected to each other with a cable or can the traffic go thru a switch?

If Device-HA Pro is not enabled, the latest port is able configure like others interfaces.
But if Device-HA Pro is enabled, then latest port is a dedicated port.
So this port can’t configure additional setting or bind any VLAN.
In the usual both of USG are connecting heartbeat port each other after enabled Device-HA Pro.
But if your switch is configured without problem, Device-HA Pro function is able to work.
