Problem with NAT

when trying to redirect an internal camera service for example, but remembering what happens to any other that I try to use NAT to access my network externally, when I associate the new port with an internal service example, when I create the release rule for the port specifies in the log I always identify the BLOCK in this request, I have been reading in some articles that the problem may be caused by my current firmware Firmware Version: V4.32 (AAPH.0) / 2018-07-12 10:39:09 , I use a 110 USG. In the print below I describe what happens.

It looks your traffic is dropped by firewall rule.
Did you add policy control rule for incoming traffic to your internal server?
You can reference to FAQ which guided NAT and policy control setting.
