Windows 10 can not establish l2TP over IPSEc VPN to the FLEX/ATP

SCENARIO DESCRIPTION:
I set up L2TP over IPSec VPN on USG, all the settings are correct, and it works perfectly on every device, for example windows 7, android phone, iPhone etc except for Windows 10 where Windows 10 will have VPN connection issue.
It just hangs for no reason. No error message pops up while I connect to USG. I have checked my Windows 10 related L2TP over IPsec VPN profile, the IP, account, password, and preshared key are exactly same as other device.
What can I do to solve this issue?
SETUP/STEP BY STEP PROCEDURE:
Something might go wrong on windows 10. You could try to reinitialize virtual network adapter
1. Uninstall virtual network adapter. Press Win key + R to open Run window, and type devmgmt.msc.
2. Uninstall virtual network adapter. (Uninstall all WAN Miniport related driver)
3. Click “Scan for the hardware changes” and the windows will auto install all virtual drivers back.
VERIFICATION:
After the steps above are completed, all the virtual network adapters have been reinitialized. Windows 10 can connect to USG successfully.
